Worker Eligibility Guidelines

Core Services Eligibility

To be eligible for Core Transition Services, you must be a Colorado resident and fit into one of the groups listed below.

Worker at Designated Coal Facility

You are eligible if you work or have worked at any of these specific power plants or coal mines.

Power Plants:
  • Comanche Station
  • Craig Station
  • Hayden Station
  • Nucla Station
  • Pawnee Station
Coal Mines:
  • Colowyo
  • Deserado
  • New Horizon North
  • Trapper
  • Twentymile
Supply-Chain Worker

You are eligible if your job is directly connected to one of the power plants or mines listed above, and you are likely to be laid off because that facility is closing.

Family Members

You are also eligible if you are a Colorado resident and the spouse, domestic partner, or legal dependent of an eligible coal or supply-chain worker.

Enhanced Services Eligibility

To be eligible for this financial help, you must be a worker who meets all of the following requirements.

First, you must qualify for Core Transition Services. After that, you also need to meet these conditions:

Work Start Date

Your job at one of these places must have started on or before June 30, 2024.

Job Loss

You were either laid off from New Horizon North or Nucla Station due to a facility closure OR it is likely you will be laid off in the future because a facility closure.

Spouses/Partners

Spouses/partners of eligible workers may be eligible for some enhanced services.

Enhanced Services Funding

The amount of money you can receive depends on how many hours you worked.

  • Full Funding: $11,250 You can get the full amount if you were an eligible worker employed full-time (32 or more hours per week).
  • Half Funding: $5,625 You can get half the amount if you were an eligible worker employed at least half-time (16 or more hours per week).

What if There's an Issue with Your Eligibility?

Sometimes, it might not be clear if someone is eligible for this funding. If there is a dispute or any confusion, a final decision will be made by a committee that includes the Director of OJT and leaders from the Just Transition Advisory Committee.
