What is a CDLE stakeholder?
A Colorado Department of Labor and Employment stakeholder is any individual, group, or organization that is affected by our organization. Stakeholders can include citizens, employees, employers, vendors, government agencies, legislative bodies, trade associations, unions, and the media. We strive to partner effectively and meaningfully with all stakeholders -- this engagement is critical to our effectiveness in providing value for the good of Colorado.
Stakeholders can be involved in both the drafting of proposed rules and the revision of such rules after they have been formally noticed for potential promulgation. Stakeholders may participate in rule hearings, stakeholder meetings held by the agency, receive regular email updates, and build relationships with our agency rulemaking staff. Stakeholder participation helps us identify problematic rules and keeps us moving efficiently.

What is rulemaking?
Rulemaking is the formal process by which state agencies create regulations (rules) to implement and interpret statutes, and establish policies and procedures, consistent with rulemaking authority provided to state agencies by the Colorado General Assembly.
Rules may be amended for a number of reasons including, but not limited to, changes resulting from routine review of rules, changes recommended by interested internal and/or external stakeholders, changes required by new technology, changes to address emergency situations, and changes made in legislation. The rulemaking process is governed by a variety of statutes and guidance from other government entities that have roles and responsibilities in the process.
CDLE has four rulemaking divisions - Unemployment Insurance, Workers’ Compensation, Oil & Public Safety and the Division of Labor Law & Statistics. To discuss rulemaking within these divisions, it is best to reach out to the specific divisional contact.
